Maybe I'm reading this wrong but on the second comic it looks like the artist is suggesting the Olympics will result in the Chinese people rising up against their government. Huh?
I think it's more aimed at there are lots of people protesting and standing in front of the metaphorical tanks, and they are using the Olympics as an attempt at blackmail/shield, since they're hoping China cares more about its image in the international community than the protests in Tibet.
Well, that's how I first read it. Then again, the artist clearly intends that the second one also takes place in Tiananmen Square, though it's hard to say if it is merely for continuity in the strip or if he means for it to take place in Beijing. Also, I have no idea what the dude in the background of the '2008' panel is doing, or if it has any relevance.
I thought the guy in the background it might've been a reference to the protest with the person waving a Tibetan flag at the Olympic torch lighting ceremony:
