Set would be the verb there.

Loosen is a verb...not loose.

When it's used that way, they're speaking in slang. The correct term is Let loose your arrows, or He let loose his dogs.

It's like someone spelling tonight, tonite...it's used that way as slang sometimes, but incorrectly.
