The City of New Orleans is responsible for rebuilding itself. If you want to pass the buck, the State of Louisiana is next on the docket. Keep the federal government out of it, unless you want them to take more control in other areas of your life as well.

It's interesting though - Congress auth'd Bush to go to war with Iraq in October of 2002 and we invaded in March of 2003, so it seems like the Bush Administration is all about making stuff happen on a short timeframe when it's something they actually care about.
Then again, seeing as to what's happened to the rebuilding of Iraq, we probably shouldn't be surprised that they can't even rebuild an American city. Maybe the people of New Orleans should've been throwing rose petals at FEMAs feet?

I would argue that NO is a disaster beyond simpling caretaking, and like most disasters, natural or otherwise, there's a role for the federal government.
