Just because Delay thinks he might loose doesn't mean he can just carpet bag out of the district to allow a better candidate to run.
It's against the Constitution to have a defacto residency clause. All that matters is where the candidate is on election day.
And Nick Lampson is doing great fundraising wise and has a positive message. He could beat anyone on the ballot.

The Constitution doesn't have a residency clause in it and the only requirement stated is that they are in the district on election day.

Read the judge's opinion on the ruling (it's judge Sparks, federal judge, a republican appointee). I might go back and reply again to this later.

that doesn't make any sense. the constitution is silent on thousands of issues; just because it doesn't have a residency clause doesn't mean there can't be a law saying there is one.
