By contrast, Senators/Representatives have to campaign with real money, and real money is invested in the prohibition—private prisons stocked with pot offenders; pharmaceuticals invested in keeping cheap pot from those needing medicine; law enforcement who sucks at the teat of drug property seizures, up to an including taking cash from tourists with an accusation of drug trafficking, but no arrest or even ticket.
