Indeed, that line is not ironic in this case (or not doubly ironic, I guess). He has not been our friend on this issue, and one who did not disdain a drag or two in his own youth.
While I do hold it against him, I don't hold it against him too hard. Too much political capital to be spent early on. I hear he recently said he'd support rescheduling it so it can be medicinal, so there's still a little time left for hope and change.

Neither, smoke bothers me, and makes me cough. I also agree that all smoking is gross. (But, so long as it's not in my house/car, I don't really care if people do it, so long as I don't have to breathe it.)
Why is there such a big difference between state-level and federal-level opinions of politicians on medical marijuana? After all state legislatures and congressmen and senators are elected by the same voters and are of the same parties.

By contrast, Senators/Representatives have to campaign with real money, and real money is invested in the prohibition—private prisons stocked with pot offenders; pharmaceuticals invested in keeping cheap pot from those needing medicine; law enforcement who sucks at the teat of drug property seizures, up to an including taking cash from tourists with an accusation of drug trafficking, but no arrest or even ticket.
