I feel like there must be an idiom here that requires explanation to non-Russians.

No, not really unless you count
a) "Israeli militarists" as a stock phrase in Soviet news when badmouthing Israel and
b) jockes about how someone tried to stun fish with dynamite and it has gone quite wrong.

A sample of such joke:
A cell in a top-security prison. There sit a number of very dangerous-looking types - scars, tattoos, the works and one very simple looking village-type guy. The prisoners start to exchange stories and the dangerous types are there for all kind of heavy stuff - from armed robbery to multiple murder. Finally it's the country bumpkin turn:
- And I am Serge, I got 25 years for stunning fish..
- How the hell that's possible? 25 years for stunning fish?
- Well, ah, so I threw that stick of dynamite into water and I got me five catfishes and seven divers...

Personally, I though that the humor supposed to be in finding at least something useful in Islamic terrorists.
