Rather than blather, it just appears to be typical hyperbole that is found in almost all political cartoons. ;)

I guess the distinction between blather and hyperbole is lost on me. I see it as a toe-may-toe, toe-mah-toe thing.

Fair enough, I even agree; I just took exception to blather as a pejorative rather than using hyperbole as neutral :P
