In sincere curiosity, what would you consider "rape culture"? Does it mean a culture that ignores or otherwise minimizes rape? Or does it mean more that a culture produces rapists? Or Both? Or?

Both, honestly. And a culture where a rape is reported and convicted, and people STILL talk about how the rapists young lives are ruined because they went to jail, not about how they ruined their victims lives by raping them.
