Yes, it satirizes the instructions Americans were actually given back in the 50s, about how we should all build bomb shelters in our backyards and equip them so that we could survive the coming nuclear holocaust!

I've always wondered how many people actually built bomb shelters. I don't remember knowing a single family that did, so unless they were being very secretive about it...
