I think it's a reference to the higher birth rates for Latin American citizens. I recently found out this is a big concern with conservatives, via some conservative Facebook fans. peristaltor was able to explain the theory behind it quite elegantly. The Cliff notes version: according to these whacky far right, religious conservatives: WASP Americans will see their Freedom-land turned into a despotic minority based government because lefties are letting women work, and by handing out birth control medications like its candy, thereby reducing birth rates drastically.
