Yes, time is limited. No, I don't see any evidence to suggest they left something accomplishable on the back burner when they went to recess.
Unless you are suggesting that the ONLY THING we could legislatively improve upon is ending the ACA.
If I were Speaker of the House, would 40+ attempts be on the table? Probably not. But if I were Speaker, the country would likely be a wildly different place.
