Because of Obama’s purposeful dereliction of duty an untold number of illegal immigrants will kick off their shoes and come on in, competing against Americans for our jobs and limited public services. There is no end in sight as our president prioritizes parties over doing the job he was hired by voters to do. Securing our borders is obviously fundamental here; it goes without saying that it is his job.

The federal government is trillions of dollars in debt; many cities are on the verge of insolvency; our overrun healthcare system, police forces, social services, schools, and our unsustainably generous welfare-state programs are stretched to the max. We average Americans know that. So why has this issue been allowed to be turned upside down with our “leader” creating such unsafe conditions while at the same time obstructing any economic recovery by creating more dependents than he allows producers? His friendly wealthy bipartisan elite, who want cheap foreign labor and can afford for themselves the best “border security” money can buy in their own exclusive communities, do not care that Obama tapped us out.

If I'm not mistaken, Perry said that he wants to have serious conversation, not a handshake. Somebody translated it into "declined to have a handshake".

Because he declined the handshake. They are going to meet later. Perry is a lame duck governor of a state where the governor has almost no responsibilities except dream of higher office. Which thankfully won't happen for him.

How does a handshake decrease the likelihood of a serious conversation? Conversely, how does NOT shaking hands with him *increase* the likelihood of that?

I don't know which is worst - my writing or your comprehension. He said it figuratively, and Obama isn't in TX yet, so you don't actually know if Perry will do the literal handshake or not.

Because he meant that handshake is just a gesture and he needs serious discussions.
You need to read some literature like Omar Khayyam. Then you'll learn not take everything literally.

When I wrote that Perry had said he declined the handshake. And he changed his mind 12 hours later. Fact: I'm not God; I cannot predict the future. I can only state what has been said.

That is also not true. See probability and statistical analysis. The past can be accurately identified. The future can be forecasted with probability, though certainty beyond a 95% capacity cannot be issued due to the limitation of variability.
