Sicily is very low crime. The most dangerous city in all of Sicily, Palermo, has less than 16% of the violent crime that the safest city in America with a similar population -- Salt Lake City -- has. But keep talking out of your ass.
In fact, the safest city in America with a population of 250k or more people is Plano, Texas (http://www.city-data.com/crime/crime-Plano-Texas.html). That's half the population of Palermo and has the same absolute number of murders per year as Palermo -- and a rape rate more than twice that of Palermo. Starting in 2005, New York City achieved the lowest crime rate among the ten largest cities in the United States. Since 1991, the city has seen a continuous fifteen-year trend of decreasing crime. Neighborhoods that were once considered dangerous are now much safer. Violent crime in the city has dropped by three quarters in the twelve years ending in 2005 with the murder rate at its lowest then level since 1963 with 539 murders that year, for a murder rate of 6.58 per 100,000 people.
So, the freedom wasn't worth the drop in security? Interesting position for you to take.
So crime has apparently increased... Or does the fact that 20 years ago a crime occurring in a black neighbourhood wasn't really a crime make a difference? What about that 20 years ago black people couldn't even get into white neighbourhoods without a permit?

When most of the population are slaves that don't count as statistics, it's pretty easy to make everything look all hunky dory. Mind you, even the white people back then couldn't listen to the music they wanted, see the movies they wanted, read the books or newspapers they wanted. Apartheid South Africa was a *very* nasty place to be a citizen in if you liked having your own opinion on things.
