No, but most elected politicians in NYC are. Bloomberg didn't do it all by himself.

My apologies. Opponents have complained that the deck was stacked against them because every member of the board is appointed by the mayor. (http://blogs.wsj.com/metropolis/2012/09/13/nyc-board-of-health-passes-soda-ban/) I missed that part.
