I disagree that an equal excise tax would eliminate lower class access to guns....after all, just look at all of the poor/middle class smokers (who can also somehow afford to own guns!)
I see gun retailers playing fast and loose with gun laws quite often. Just look at the gun show sales. There are so many laws and loopholes, retailers are able to muddle the lines quite often. If it didn't, there wouldn't be so many people fighting to get new laws in place, and many to fight against it. Background checks are not required for private sales. Again- how often do you think this happens? How many firearms are actually sold at gun shows or from 'private collections'? Do you have any kind of data beyond citing a study conducted 20 years ago, wherein only 251 of the 2,568 people even answered the question about how they obtained their firearms?
