It's interesting that a few years ago Tat basically had one major female character in the strip. He's developed Fuchsia and Baby Blue, added the bomfed Jay-Z fan and the trike girl, and brought in more supporting and recurring characters.

Sinfest is more abstract than a lot of webcomics, but it does have some continuity. There is a community of "devil people" above ground (not in hell), and the girls in panel 18 are some of those. They were probably forcibly transformed from human.

The five characters in the bottom panel are, from left:
1. The bomfed girl, or "Pebbles" (fan nickname) who was human until the Devil bomfed her into a devil girl. She was then baptized by a Christian character, and seems to be trying to fight evil now, but is apparently mentally impaired somehow. Jay-Z is her load.
2. "Lily", who used to be Li'l E (Little Evil) and has amnesia after drinking from the Lethe. He's now the bomfed girl's friend. He's been retconned as half devil person.
3. A hulking, childlike zombie who got out of hell and wants someone to read him a story.
4. The trike girl, who's never been named, and is a personification of feminism as well as the Devil's antagonist.
5. Monique, one of the original characters, a sort of everywoman.

What's the pink envelope? Birth control?

If they're occupying Hell and the devil is looking on, why is he then also down with the occupiers in the last frame?

Why are they occupying Hell in the first place? I'm not sure anyone's expecting Hell to be non-hellish, what would they change about it?

Well the blond spikey-haired guy checking her out is a main character, putting him (and her) in there just places the story in the comic's universe.

And of course you bring refreshments every time you occupy Hell.
