You can't declare war on 'terror', a noun or tactic. A war on terror is, by definition, a permanent war... which is a pretty fascist concept (sorry to sound like a teabagger). Yes, there are terrorists out there and we should stop them, but fighting terrorism is a crime-fighting issue, not a military one.
There are plenty of dangerous, proven terrorists already in U.S. prisons, and plenty of people at Gitmo for whom there is no evidence of wrongdoing, other than being in the wrong place at the wrong time. That system needs to end ASAP.
If we're saying we're so scared of terrorists that our justice system can't handle it, then we as a country might as well just quit right now.
