I think the message here is rather obvious. This guy thinks that through accepting some elements of different culture he can be accepted among the people of that culture. But he's wrong.
This is a very old mistake, typical for idealistic people who can't tell their imaginary world from reality.
Division is not a solution. Neither is a policy of cultural assimilation. The only way is to quit subsidizing parasitism and let everybody into normal economy. Economy-based death of ghetto. It's already happening, but too slowly. Government just has to get out of the way.

When conservative wants to help somebody, he does that with his own money through charity. When liberal thinks somebody needs help, he prefers to help with other people's money through government.

Actually, at this point in the series he's battling with himself being a racist because he chooses white bread over wheat ect. He's trying to become a non-racist by getting in touch with black culture. Since Slick is constantly doing moronic shit and taking things over the top it fits the character.
Also, it has been suggested that Tats watches this site. Which is my interpretation of the subtext of the work of genius that is the juxtaposition of this strip with the picture of lather's night out with the lads.
As for the underlying racist assumptions in the original strip, I feel I go with uberreiniger mainly because I'm amused: but I may well feel guilty in the morning.
