I mean the country in general - there's a note on the cartoon you posted - all roads lead to Northeast - what does that mean?

note was put on cartoon by a teacher in my alma mater - Northeast High School in Philadelphia, PA

The school is dangerously overpopulated, some classes are held out in the parking lot in trailers.

Some schools in other neighborhoods on the other hand are getting closed for underattendance.
