Other than the fact that Obama's spending is four times what the last Republican congress approved and that he's not spending it on groceries...it's all true!
This cartoon is making a larger point about the hypocrisy between GOP support for endless, unlimited war spending and expansion and their vehement outrage at spending on domestic, bread-and-butter issues and areas.
That you choose to ignore that and nitpick the graphics is not a surprise.
actually, i found it to be pretty profound, and not in the sense of making republicans look silly. i think it demonstrates an interesting relationship right now between the executive branch and the minority party in the legislature. in many ways this relationship mirrors a domestic partnership, and right now barack needs to do a better job convincing the GOP that his spending is warranted. otherwise we get a divorce of some kind. if it's the same kind that happened in the 19th century, then the liberal fascists will (again) kick the living shit out of the ignorant haters and claim moral superiority. i don't think that'll happen, but the word "economy" comes from a Greek word which captures the meaning of a national economy AND what may be translated as 'household affairs'. the Greeks saw that to run a nation is equivalent to running a domicile, and right now mommy and daddy are having a problem. we need a united front (and this is where my own opinion comes out) to take care of business at home before worrying about the bully down the street.
despite bias, however, it is a failing of the liberals to be unable to properly illustrate the profound need to begin at home. we're all in this together folks, and arguing over partisan lines is the equivalent of a house divided against itself:
Where's the $3 trillion tag for the "groceries"?
