Because they aren't? The ceasefire was a restriction on the firing of weapons, not their import. Hamas kept it in good faith and arrested anyone trying to fire rockets. AFAIK, no rockets hit Israel this time around until Israel broke the ceasefire.
It's not like the people stepping out of line had their land stolen from them and have been perpetually ghettoized and deprived of any rights of self-determination. These savage, stateless non-citizens of occupied territories refuse to even acknowledge the inherent right to exist of the occupying power!

Israel's latest response may be disproportionate and ill-advised, but I really can't blame it for being a bit trigger-happy when it has been attacked continuously by those who wish its complete obliteration ever since its inception.
If one were to extrapolate from your argument, then the United States should immediately dissolve itself and give all its territory back to the descendants of the native tribes. Australia, Japan, any pretty much every other country extant today would similarly cease to exist.
The point is that Israel exists, has existed for over sixty years, and is not going anywhere. Until it is universally acknowledged and recognized as its own sovereign state, we will continue to see this tragedy replay itself over and over, ad nauseum, until the last syllables of recorded time.
