I don't understand what Bush is saying (though I guess it's making fun of that microphone thing), but the bee is supposed to be Hizballah, and Israel (the fist) is trying to punch it out of the air but is hitting the kid in the background instead.

I think Bush is saying to wait and give Israel time, because sooner or later the bee will land on the kid and then they can squash it.
