All presedents should do their promises. Guantanamo still works, as example. Obama had great hopes of many peoples, but made too little. But now he goes away and gonna be happy.

The executive order to close GitMo was signed on his second day in office. He spent years trying to convince congress to let them transfer people to Supermaxes stateside (problematic for quite a few reasons). Thousands of federal prosecutors flocked to Cuba to process things as fast as possible. In 2008, there were over 600 captives. By 2017, it was down to under 100.

Obama certainly has issues to criticize, but the handling of Guantanamo is a pretty big stretch.

For the record? Trump hasn't officially done anything with Guantanamo, but during campaign and pre-swearing in, he called for the halt of transfers. In other words, keeping things open.
