You're right; it did indeed: Isildur cut it from Sauron's hand at the Siege of Barad-dur (http://www.glyphweb.com/arda/s/siegeofbaraddur.html) in the year 3441 of the Second Age, and it slipped from his hand into the river Anduin after the Disaster of the Gladden Fields (http://www.glyphweb.com/arda/d/disasterofthegladdenfields.html) in Autumn of the second year of the Third Age.

Thus, Isildur held the Ring for less than two years (http://www.glyphweb.com/arda/r/ringofisildur.html). I expect that's just about how long we'll have to put up with Herr Twitler: it's already less than two years till the 2018 mid-terms.
