Nowadays Russia sneaks into labs and falsifies results, whereas 300 years ago Peter simply broke in there himself and roughed the scientists (and maybe their entire nation) up?

Well Russia did win its first ever naval battle in 1714, against the Swedes.

Although it was 98 Russian galleys vs 6 Swedish galleys, a single floating flat-bed row boat with guns, and a couple of fishing boats...

Still, a victory is a victory, no matter how small, and they were obviously very proud of the fact given the boasting that followed.
