Well Russia did win its first ever naval battle in 1714, against the Swedes.
Although it was 98 Russian galleys vs 6 Swedish galleys, a single floating flat-bed row boat with guns, and a couple of fishing boats...
Still, a victory is a victory, no matter how small, and they were obviously very proud of the fact given the boasting that followed.
