Knowledge-Based Education – We oppose the teaching of Higher Order Thinking Skills (HOTS) (values clarification), critical thinking skills and similar programs that are simply a relabeling of Outcome-Based Education (OBE) (mastery learning) which focus on behavior modification and have the purpose of challenging the student’s fixed beliefs and undermining parental authority."

In middle school, we had a particularly abrasive English teacher and on the last day, asked us all to write a paragraph summing up what we were taking away from her classes. One joker handed in a single-line saying "You ain't learned me nuthin!"

Again, HOTS is a type of teaching style. The inclusion was not based on some sort of actual opposition to thinking skills, but rather curriculum/teaching options that are not geared toward educating appropriately.
