The only "clean coal" argument that made any sense to me was this one:

Other countries are going to burn a lot of coal to deal with their populations. America may as well develop cheap less dirty coal tech so that we may reduce the ultimate impact of coal use worldwide.

However the same argument can be made for other cleaner (less brown) tech.
