'What prevents a new state emerging?' does seem like a very good question.
In a power vacuum, I would imagine that it wouldn't take long to people to fall to tribalism, which would eventually give way/become a set of proto-states.
Its kind of like libertarianism. Never really being tested is its best quality, so they can just pooh pooh any what-if with their own utopian explanation. Except of course anarchy really has been tested, they'll just no-true-scottsman it to death.
Anarchy is such a stupid ideology that, understandably, people have a lot of questions about how it is supposed to work effectively. The person in the image is excited because maybe some of those questions might be answered by the tome. (Though, I'm not holding out much hope for him.)

Self declared Anarchists are very often confronted with "What If" scenarios, in an attempt to convince them that Anarchy is an ill advised state.
My own personal favorite is "What if a State emerges?"
