Both the US military and the Chinese military want to have each other as an enemy.

Nothing scares the crap out of a big chunk the US defense establishment like us not having a near-peer competitor for them to justify lots of spending on really cool toys. The US submarine force fits this category, as do advocates for planes like the F/A-22 Raptor.

Meanwhile, the Chinese military gets to do the same thing.

As Thomas Barnett says, if both we and the Chinese want to be really stupid, then yes, we can have a war.

That said, given that Congress is sticking its foot in the Chinese Unocal deal, it's pretty dumb for a Chinese general to take this time to say what has been known for decades.

Well everything is poorly funded compared to our military...

But China isnt to be laughed at, they have more resources than us and a deterrant level nuclear force.

I've seen, with my own eyes, Chinese soldiers training. Want to know how they do marksmanship? They have a private run around a field with a target on a pole, while the others shoot at it. Privates die frequently, just from that.

When you've got a 1000 to 1 advantage in manpower, you don't exactly need the best training. It's how the vastly inferior soviet army eventually overwhelmed Germany.

Well it is a pretty good gig for the more mercenarial elements, however then you get some damned idealist clogging things up and it really is the amatures who are most likely to start shit.
