If we don't have a sensible definition of what is and is not a terrorist, then the command to not negotiate with terrorists becomes a command to not negotiate. Full stop. (Not to mention that too stringent a yardstick makes us hypocrites)
As for the stuff about Bergdahl being a deserter or collaborator, this is irrlevent to the exchange. You get the guy back first, then you try if necessary.
