Someone may have nominated him to make a statement; the process is not exceptionally exclusionary given the wide range of people eligible to make nominations, and there is no designation of "nominee" for those rejected by the committee. He certainly wasn't "THE" nominee since well over 200 names are annually given to the committee.

1) Obama has made it clear that we are not providing weapons to the Syrian rebels. We are providing other types of support to free people from a horrible dictator.
2) As others have said, anyone can be "nominated" for the Peace Prize. I would be surprised, and frankly saddened, if Manning made it very far in the nomination process. Never forget, George W. Bush has been nominated for the Peace Prize. Nomination means nothing.
