You seem to think living in poverty is fun and games. Its not and I can personally assure you of that.
I do believe people are worth investing in, yes.
Take myself for example. I was on SSI between ages 11 and 18. My mother died, so the state helped me live. I stayed out of prison and have worked and paid taxes for 30 years since. I was a good investment. I was not a lax citizen, but rather a child who needed help. I lived in section 8 housing. Which I hated, but it beat freezing to death.
