Your logic is akin to that of Max Baucus saying he can't vote for a public option because it doesn't have enough votes to pass. But it doesn't have enough votes to pass because Max Baucus won't vote for it.
Because voting for a Senate bill is the same as a state-by-state primary system.
gallup data recently put the republican party at 20% self identification, and only 13% strong republican. this is a perfect time for the libertarian party to try to make its move.
