Firstly that is just the definition of the adjective, the nuance of meaning is somewhat different when used as the label for a group. If we take the definition as accurate enough, it just says that they are objective or do you think intellectuals don't have emotion in addition to this supposed lack of experience.

Generally when used it's the second definition meant when people start throwing the term around, though "People who use their brains" is closer to exactly what people who say it are thinking/meaning
