Three things:

1. His #s remain decent. They've come down to earth, of course, which is fine. GOP #s, however, remain where they've been... in the toilet.

2. Part of the small shrinkage is accounted for by liberals, such as myself, who are upset that a man who ran as an apologetic liberal is governing like a wishy-washy centrist.

3. Polling still shows Obama's ideas remain popular. He is suffering from a weaker than usual campaign of explaining it. That can (will?) be corrected after a much-needed August recess.
