if he rigged the referendum and banned the other political parties, I think then it'd be valid to call him a dictator. Which seems like too much effort seeing how other actual dictators did it.

He put out a poll to determine the people's opinion of having a referendum, that in any case could still never be ratified before the end of his term. The most it could do is allow his successor to have a third term.
