Well in all honesty that one is a little unfair. First off, the congressmen and women are making their decisions with the full faith of their constituents (among whom is our angry friend in the blue stripes). The process of electing congress puts a sense of cognitive dissonance on the tax payer to put their faith in the official they voted for.
Wall Street executives is another matter. A tax payer has no reason to put faith in them or trust them. So bail outs becoming bonuses will enrage anyone who feels their tax money are going to waste.
To say "they must know what they are doing" means "well I put them there so I guess that's what I wanted". To say anything else would mean a voter regrets where they spent their votes... and lets face it no one ever wants to admit that.
The first one is funny because the hand wearing a red sleeve (probably Sarah Palin) shows newspapers to someone with a red nose (probably drunk) and that person has the nerve to not react in the same way to both based on title alone.
The second one is funny because Sotomayor hates fire departments so much she decided that a city is legally allowed to consider if their fire department promotion tests are poorly written and/or biased, which is racist to white people and dyslexics everywhere, who are the only ones who would suffer as a result of an investigation like that.
