It's all par for the course when trying to build up a 3rd world country's military to fight an insurgency.
There's the line from Full Metal Jacket which summed it up well "Got some ARVN rifles here, never been fired and only dropped once".
The Russian soldiers fighting in Afghanistan complained that any weapons they captured would be issued to the Afghan army, who'd just sell it back to the mujahedin.
Though it really doesn't matter. Iraqis can't shoot, which is why not many of our soldiers are killed by gunfire.
Iraq is awash in AK-47s. Has been for decades. Throwing a few more into the mix isn't like giving SWAT weapons to drug gangs. It's like giving them knives.
