Admittedly, I can't tell for sure, but it looks like the plastic covering is fully contained in his seat, so it probably wouldn't cause a problem. Of course, if he shifts during the flight, or if the guy sitting next to him needs to get up and trips.....yeah, okay, scratch that.....it could definitely be a safety hazard.
