Backstory: this cartoon is a reference to a recent accusation by Kathleen Willey, one of the alleged victims Bill Clinton's sexual harassment and assault, that Hillary "choreographed every single investigation and every terror campaign against every single woman practically who she thinks might be a problem." The other two women depicted are also among Bill's alleged victims, but AFAIK have not made similar accusations against Hillary.
