Generic Quasam rocket is built by using metal water supply or sewage pipes (generally delivered as aid) for the casing and body and explosive/propellant made out of fertilizer (delivered as aid as well, btw, often containing high amounts of phosphorous).

Not that much wreckage in Gaza a year ago, and they did not dismantle anything. They just did not install the irrigation and sewage systems that they asked for, resources were diverted before benefiting the residents of Gaza.

As for orange trees, not many of them left in Israel nowadays, they are not economically viable due to high water consumption, but children did get killed.

Read into the rules of engagement for IDF. There is only retaliation for actual damage allowed. So if a rocket crashed in a field, there will be no firing back. If a structure got damaged, IDF may choose to attack an empty militant stronghold or a part of militant infrastructure. If people were killed then there maybe an attack on an occupied structure. Known terrorists are hunted down regardless.
