"If some people make political statements, does it keep water from being delivered? Do the relief workers stop?"
Yes.
When politicians get attacked by the media they most often immediately drop whatever they are doing and go into CYA mode. This became evident when a helicopter got shot at and the entire evacuation effort came to a screaming halt. Instead of counter attacking and immediately securing the surrounding area they instead sat on their hands until someone higher up could take over and therefore assume the blame for any further negative incidences.
How is "When politicians get attacked by the media they most often immediately drop whatever they are doing and go into CYA mode" evidenced by a helicopter being shot at? No one criticised the helicopter, and no one's shooting at Bush. Bush isn't directly helping people evacuate anyway, so even if Latuff's cartoon worried him to distraction and he just stopped working to wring his hands, people would still be evacuated at the same pace.
Because the local officials who were quasi running things ordered the Superdome evacuation to stop so they wouldn't get blamed if one ended up getting shot down.
Believe it or not, Bush doesn't micro manage every little detail of every thing that happens in this nation.

That's basically what I said. I only mentioned him because he's the one being attacked in the cartoon, which is what the initial poster was talking about. You're basically making my point for me.
Again, there's a difference between an actually dangerous situation, like gunfire for instance, and harsh words.
