Instead of counter attacking and immediately securing the surrounding area they instead sat on their hands until someone higher up could take over and therefore assume the blame for any further negative incidences.

No one criticised the helicopter, and no one's shooting at Bush. Bush isn't directly helping people evacuate anyway, so even if Latuff's cartoon worried him to distraction and he just stopped working to wring his hands, people would still be evacuated at the same pace.
Because the local officials who were quasi running things ordered the Superdome evacuation to stop so they wouldn't get blamed if one ended up getting shot down.
