The Russian people are the ones getting screwed over. That it's a boondoggle of record proportions is their problem I suppose. Overall, it just adds to the perception that hosting the Olympics is a royal fuck you to the residents of said unfortunate region.
Absolutely! It's a shovel ready job to 1) install a defective door; 2) remove broken defective door; 3) install new door. That's three jobs for the price of one!
Obviously, spending loads of money on the sports arenas and related accommodations falls into the same class as updating neglected infrastructure. It's either all exemplary of government corruption, or all exemplary of stimulating economic activity.
