However, the police have training, regulations and a pay packet attached to their not-stupid use of their weapons. A copper here shot at a car that was trying to run him down the other day, no one injured but he's still been suspended and there will be an inquiry into the incident.
Hey, if you'd been here in California during the Dorner manhunt, you would have definitely been cowering in fear from the police, especially since two elderly Asian women delivering newspapers got shot just for driving a similar truck.

People expect to see a cop carrying a gun. People don't expect to see a civilian carrying a gun, especially an assault rifle. There are situations, and places, where it would probably be advisable to cower in fear of the police but that's irrelevant. The point is that seeing someone carrying a gun for no apparent reason, because they're not a cop or security guard, will cause a lot of people to worry.
The thing is, in a shooter situation where armed civilians became involved, I would immediately assume that anyone who was armed that wasn't me would be affiliated with the shooter. And begin targeting them thereby.
