I don't find anything here to dispute - I think we agree that catcalls would be an example of harassment, same as situations of power disparity like service people or employees.

The rest is all about feeling out a situation and being sensitive to signaling that it's unwelcome. Especially if the other person doesn't have a ready way to disengage.
