Interesting list, especially on the ratio of shutdowns by Dems vs GOP. So how does delaying enacting second part of the law helps to avoid this? What benefits does Obama get by delaying this life saving law besides improving Dem chances at elections?

What am I misunderstanding. Obama postponed (not for the first time) this law until after the election to avoid opposition shenanigans. So not to ruin chances at winning the election. Please explain it to me if I'm wrong.
