Lol why would there be an indication Bush received the memo? And would that make it any better if he didn't receive the warning from one of his top commanders?

Well, if there was, then that would be evidence that Bush was covering it up. If he did not receive a warning or information, then he would not have known, and therefore was not covering up. It's really that simple.
