Cause yeah, states can raise the min wage over the Federal level. Some 17 states have higher minimum wages than the federal min.

That said, some of the min wages are like 7.60 instead of 7.25, but in some places it's 8.25, or even iirc, $9 in California. And certain cities have even higher. I think San Fran passed a law raising it over $10.

So, if the math is for the federal level, but the state requires a higher minimum, the numbers would need to be adjusted.

This is one reason that my state, NY, needs to raise it's minimum wage. Looks like it'll happen too, with enough pressure.
